Web mining and analytics for improving e-government services in India

Opis: The ever increasing technology usage and the globalization have given rise to the need of quick, accurate and smarter handling of information by organizations, states, nations and the entire globe. For every nation to be under any form of government, it became mandatory to have shorter turnaround time for their interactions with citizens. This pressure gave rise to the concept of e-Governance. It has been implemented by various nations and even UN reported an increase in E-Governance activities around the world. However, the major problems that need to be addressed by developing nations are digital divide and lack of e-Infrastructure. India started its e-Governance plan through a proposal in 2006 with establishment of National e-Governance Plan popularly known as NeGP headed by Ministry of Communications and Information Technology, Government of India. As per the Electronic Transaction and Aggregation Layer, millions of transactions are taking place on regular basis. Within 2015 itself, over 2 billion transactions have been carried out by the Indian citizens in various categories and sectors like agriculture, health, and the likes. For central government projects alone, around 980 million electronic transactions have taken place, while for state government projects, the combined total of all the states is close to 1.2 billion. With the kind of data getting generated through e-Governance initiative in India, it will open up lot of opportunities for data analysts & mining experts to explore this data and generate insights out of them. The aim of this chapter is to introduce various areas and sectors in India where analytics can be applied for e-Governance related entities like citizens, corporate and government departments. It will be useful for researchers, academicians and students to understand various areas in E-Governance where web mining and data analysis can be applied. The theoretical background has been supported by practical case study for better understanding of the concepts of web analysis and mining in the area of E-Governance.

Scientific Advancement in Contemporary Society: Interface between Technology, Law and Science

Opis: This article is premised on the relation of technology and applied sciences with law. The three subjects are not only interwoven but cannot be protected and regulated without the viable use of law. The unprecedented advancement ofscientific innovations has far-reaching implication in virtually all ramifications of human endeavour. Technology is an invention created using science, which needs to be sustained by prudent management and law. The research goal is to narrow down a middle ground where all these independent fields can meet and share a symbiotic relationship without stifling each other. The research seeks to ascertain the knowledge and perception of selected university students of Nigeria and India, about Science, Law and Technology. The authors adopted the doctrinal and empirical research methodology coupled with the use of cases and legislations as source of information. The research revealed that majority of the participants has knowledge about the co-existence and impact of Science, Technology and Law in the society. However, the attitude and perception of the participants constitute a fundamental influence on the degree to which technological orientations occur during learning process. Also, 85% of 200 participants agreed that there is need for frequent education and legislation as science and technology evolves in the society. Hence, this article recommends the implementation and frequent modifications of law to continually protect, encourage and ensure the societal sustainability of ethical standards.

Studying TDEs in the era of LSST

Ključne besede: The observing strategy with continuous scanning and large sky coverage of the upcoming ground-based Large Synoptic Survey Telescope (LSST) will make it a perfect tool in search of rare transients, such as Tidal Disruption Events (TDEs). Bright optical flares resulting from tidal disruption of stars by their host supermassive black hole (SMBH) can provide us with important information about the mass of the SMBH involved in the disruption and thus enable the study of quiescent SMBHs, which represent a large majority of SMBHs found in centres of galaxies. These types of transients are extremely rare, with only about few tens of candidates discovered so far. It is expected that the LSST will provide a large sample of new TDE light curves. Here we present simulations of TDE observations using an end-to-end LSST simulation framework. Based on the analysis of simulated light curves we estimate the number of TDEs with good quality light curves the LSST is expected to discover in 10 years of observations. In addition, we investigate whether TDEs observed by the LSST could be used to probe the SMBH mass distribution in the universe. The participation at this conference is supported by the Action CA16104 Gravitational waves, black holes and fundamental physics (GWverse), supported by COST (European Cooperation in Science and Technology).
