Web mining and analytics for improving e-government services in India
Rajan Gupta, Sunil K. Muttoo, Saibal K. Pal, 2017, samostojni znanstveni sestavek ali poglavje v monografski publikaciji

Opis: The ever increasing technology usage and the globalization have given rise to the need of quick, accurate and smarter handling of information by organizations, states, nations and the entire globe. For every nation to be under any form of government, it became mandatory to have shorter turnaround time for their interactions with citizens. This pressure gave rise to the concept of e-Governance. It has been implemented by various nations and even UN reported an increase in E-Governance activities around the world. However, the major problems that need to be addressed by developing nations are digital divide and lack of e-Infrastructure. India started its e-Governance plan through a proposal in 2006 with establishment of National e-Governance Plan popularly known as NeGP headed by Ministry of Communications and Information Technology, Government of India. As per the Electronic Transaction and Aggregation Layer, millions of transactions are taking place on regular basis. Within 2015 itself, over 2 billion transactions have been carried out by the Indian citizens in various categories and sectors like agriculture, health, and the likes. For central government projects alone, around 980 million electronic transactions have taken place, while for state government projects, the combined total of all the states is close to 1.2 billion. With the kind of data getting generated through e-Governance initiative in India, it will open up lot of opportunities for data analysts & mining experts to explore this data and generate insights out of them. The aim of this chapter is to introduce various areas and sectors in India where analytics can be applied for e-Governance related entities like citizens, corporate and government departments. It will be useful for researchers, academicians and students to understand various areas in E-Governance where web mining and data analysis can be applied. The theoretical background has been supported by practical case study for better understanding of the concepts of web analysis and mining in the area of E-Governance.

E-governance in emerging economy : development & assessment
Rajan Gupta, Sunil K. Muttoo, Saibal K. Pal, 2017, znanstvena monografija

Opis: E-Governance has proven to be instrumental in the expansion and evolution of how the Governments interact and deliver services to its citizens. India with no exception officially started its campaign in 2006 through NeGP and by now have developed lot of commendable services electronically. With EGDI rankings of India in a report by UN being so low, it makes it mandatory to evaluate the services on a more granular level. This will make it pragmatic for the policy makers to identify the strong and weak areas of the India on E-Governance front and make an inclusive development plan for overall improvement of the development in the country.

Various techniques of data analytics can help in achieving trust and transparency in the system. The objective of the study is to resolve various issues in the public sector through analytics-based improvement of different parameters of branding, namely, communication, consistency, clarity, and competition. The research design of the study is a combination of both qualitative and quantitative techniques like descriptive statistics. The main techniques emerged for data analysis includes rating and ranking analysis of government apps, social media analytics, text and speech analytics, media analytics, statistical analytics and data mining, telecom analytics, and people demographics for government programs. It was found that the “Digital India” campaign under e-governance initiative was highly successful based on different kinds of analytical methods found in the study.

Cyber security assessment education for e-governance systems
Rajan Gupta, Saibal K. Pal, Sunil K. Muttoo, 2020, samostojni znanstveni sestavek ali poglavje v monografski publikaciji

Opis: Electronic Governance is being rapidly adopted across the world for providing seamless services to citizens. With rising digitization of information resources, the threats to the infrastructure and digital data are also growing. For developed nations, the security parameters and optimization processes are well tested and placed, but for developing nations these are yet to be addressed strongly. There is also a need for imparting awareness and educating personnel involved in the development and operations of E-Governance Systems. This study proposes a framework for security assessment amongst the departments of E-Governance, based on Information Systems principles. The major areas of security covered in the framework are related to the Hardware, Network, Software, Server & Data security, Physical Environment Security, and various policies for security of Information Systems at the organizational level. The suggestive framework has also been tested for an organization in India. It was found that, given the functionality & magnitude of the organization, the assessment framework was able to analyze the strength and weakness of an organization in an exhaustive manner. The coverage of technological and organizational measure was found to be 69% and 53% respectively and the organization was placed in top two zones of the proposed grid. This study will be useful for security assessment of various organizations operating under E-Governance.
