Saibal K. Pal, Rajan Gupta, Sunil K. Muttoo, 2017, samostojni znanstveni sestavek ali poglavje v monografski publikaciji

Opis: The ever increasing technology usage and the globalization have given rise to the need of quick, accurate and smarter handling of information by organizations, states, nations and the entire globe. For every nation to be under any form of government, it became mandatory to have shorter turnaround time for their interactions with citizens. This pressure gave rise to the concept of e-Governance. It has been implemented by various nations and even UN reported an increase in E-Governance activities around the world. However, the major problems that need to be addressed by developing nations are digital divide and lack of e-Infrastructure. India started its e-Governance plan through a proposal in 2006 with establishment of National e-Governance Plan popularly known as NeGP headed by Ministry of Communications and Information Technology, Government of India. As per the Electronic Transaction and Aggregation Layer, millions of transactions are taking place on regular basis. Within 2015 itself, over 2 billion transactions have been carried out by the Indian citizens in various categories and sectors like agriculture, health, and the likes. For central government projects alone, around 980 million electronic transactions have taken place, while for state government projects, the combined total of all the states is close to 1.2 billion. With the kind of data getting generated through e-Governance initiative in India, it will open up lot of opportunities for data analysts & mining experts to explore this data and generate insights out of them. The aim of this chapter is to introduce various areas and sectors in India where analytics can be applied for e-Governance related entities like citizens, corporate and government departments. It will be useful for researchers, academicians and students to understand various areas in E-Governance where web mining and data analysis can be applied. The theoretical background has been supported by practical case study for better understanding of the concepts of web analysis and mining in the area of E-Governance.

E-governance in emerging economy
Saibal K. Pal, Rajan Gupta, Sunil K. Muttoo, 2017, znanstvena monografija

Opis: E-Governance has proven to be instrumental in the expansion and evolution of how the Governments interact and deliver services to its citizens. India with no exception officially started its campaign in 2006 through NeGP and by now have developed lot of commendable services electronically. With EGDI rankings of India in a report by UN being so low, it makes it mandatory to evaluate the services on a more granular level. This will make it pragmatic for the policy makers to identify the strong and weak areas of the India on E-Governance front and make an inclusive development plan for overall improvement of the development in the country.

A comprehensive review of approaches used for solving tele-centre location allocation problem in geographical plane
Saibal K. Pal, Rajan Gupta, Sunil K. Muttoo, 2021, pregledni znanstveni članek

Opis: Setup of tele-centre is the worldwide approach for the establishment of information and communication technology infrastructure in rural areas for the overall development of a country. It is a key resource under e-governance plan in any country, but a major problem with their location allocation is the sustainability. Tele-centre establishment require a suitable location to increase the beneficial effect to service seekers. In this research, multi-faceted problems faced by tele-centres are highlighted. This paper presents a comprehensive study on tele-centre’s location allocation problem and all the recent development in multi-facility location problem research area through more than 150 research papers from high ranked peer-reviewed journals. The research survey examines all the important parameters for the facility location problem and an objective function is also formulated for the same. Based on the survey literature, it is found that the new allocation methods based on meta-heuristic algorithms are emerging. This study would be a useful contribution in the field of location science, tele-centre location allocation and application of meta-heuristic algorithms in e-governance.

Machine learning models for government to predict COVID-19 outbreak
Poonam Chaudhary, Saibal K. Pal, Rajan Gupta, Gaurav Pandey, 2020, izvirni znanstveni članek

Opis: The COVID-19 pandemic has become a major threat to the whole world. Analysis of this disease requires major attention by the government in all countries to take necessary steps in reducing the effect of this global pandemic. In this study, outbreak of this disease has been analysed and trained for Indian region till 10th May, 2020, and testing has been done for the number of cases for the next three weeks. Machine learning models such as SEIR model and Regression model have been used for predictions based on the data collected from the official portal of the Government of India in the time period of 30th January, 2020, to 10th May, 2020. The performance of the models was evaluated using RMSLE and achieved 1.52 for SEIR model and 1.75 for the regression model. The RMSLE error rate between SEIR model and Regression model was found to be 2.01. Also, the value of R0, which is the spread of the disease, was calculated to be 2.84. Expected cases are predicted around 175K--200K in the three-week time period of test data, which is very close to the actual numbers. This study will help the government and doctors in preparing their plans for the future.

Implementation & analysis of integrated utility system in developing nation like India
Rajan Gupta, Sunil K. Muttoo, Saibal K. Pal, 2016, izvirni znanstveni članek

Opis: Public utility systems are prevalent around the world but are struggling in developing nations like India to work efficiently. Integration of different utilities can be a possible solution on the technology front, so that more requests can be handled with lesser problems. This study provides the implementation design and benefits of an already proposed integration system by the same authors. It is found that Data Storage, Access Time, Transaction Cost, security cost and server’s busy time can become more effective if the implementation of integration system can be put in place. The working prototype is based on three utilities (Gas, Power & Water) of Delhi-NCR, India.
