Multiple allocation p-hub location problem for content placement in VoD services: a differential evolution based approach

Abstract: In video-on-demand (VoD) services, large volumes of digital data are kept at hubs which are spatially distributed over large geographic areas and users are connected to these hubs based on their demands. In this article, we consider a large database of video files, that are pre-partitioned to multiple segments based on the demand patterns of users. These segments are restricted to be located only in hubs. Here, users are allowed to be allocated to multiple hubs and all hubs are assumed to be connected with each other. We jointly decide the location of hubs, the placement of segments to these hubs and then the assignment of users to these hubs as per their demand patterns and finally, we find the optimal paths to route the demands of users for different segments having the objective of minimizing the total routing cost. In this article, a differential evolution (DE) based method is proposed to solve the problem. The proposed DE-based method utilizes an efficient function to evaluate the objective value of a candidate solution to the proposed problem. It also incorporates two problem-specific solution refinement techniques for faster convergence. Instances of the problem are generated from the real world movie database and the proposed method is applied to these instances and the performance is evaluated against the benchmark results obtained from CPLEX.

A new variant of the p-hub location problem with a ring backbone network for content placement in VoD services

Abstract: In this article, the single allocation p-hub location problem (SApHLP) with a ring backbone network for content placement in VoD services is proposed. In VoD services, a large volume of digital data is kept as data segments in spatially distributed hubs. In SApHLP, each user is restricted to be allocated only to a single hub, and here hubs form a ring backbone network. SApHLP jointly addresses (i) the locations of hubs, (ii) the placement of segments to hubs, (iii) the allocation of users to hubs as per their demands, and (iv) the optimal paths to route the demands from users to hubs. We have introduced network flow-based 3-subscripted and path-based 4-subscripted MILP formulations of SApHLP. This article presents a novel discrete particle swarm optimization (PSO)-based approach where factoradic numbers are used to encode solution. It also incorporates three problem-specific solution refinement methods for faster convergence. In this article, SApHLP instances are generated from a real-world database of video files obtained from a movie recommender system. The benchmark solutions are generated using IBM’s CPLEX optimizer with default settings and Benders decomposition strategy. The performance of the proposed PSO is compared with the benchmark results produced by CPLEX.

Development of e-governance in an emerging economy like India : assessment and way ahead for key components

Abstract: In this paper, we describe the key research questions handled during the doctoral work done in the area of E-Governance. The five research questions in the study are related to the concepts like Development of E-Governance & its assessment, Infrastructure management to reach out to maximum citizens, Various types of Security concerns faced during the E-Governance Development, Analyzing the E-Governance transaction pattern to capture citizen's interest, and finally the way ahead for the E-Governance development through the route of efficiency and optimization in the service designing. The methodology adopted and results obtained for various research questions are discussed at high level. Some portion of the current work is still in progress.

Data Analytics based Techniques for Improvement of E-Governance in Developing Nations

Abstract: United Nation’s E-Governance Development Index is a development assessment index for all the nations around on the E-Governance front. Every country is ranked on the basis of a quantitative parameter derived out of few important components. But such development assessment index is missing at regional level in a country so that regional development can be assessed and work can be monitored. Few countries have local assessment models but are not exhaustive enough which can be used for development assessment and further development plan formation. Therefore, there is a need for this study to develop such assessment framework and develop approaches to have a meaningful contribution in improvement of E-Governance in the country at regional level. After the assessment of the regions on the development front of E-Governance, the improvement techniques must be defined for the weak parameters, so that regional development can be enhanced. For the experiment purpose, India has been chosen as the experiment country for which datasets has been used from Indian E-Governance transactions. This problem is important to be addressed because an overall quantitative measure of E-Governance development of the country will help in improving overall E-Governance rankings at world level, attract better investors, and will help the government to prepare a more inclusive plan on the development front. Most of the studies in literature are citizen centric and thus are not fit for development assessment. The current study has not only developed a framework but has also analyzed various components related to it in detail and suggested the way ahead for E-Governance in the country

BAT algorithm for improving fuzzy C-means clustering for location allocation of rural kiosks in developing countries under e-governance

Abstract: Rural Kiosks are important infrastructural pillar in rural regions for internet and basic technology facility all around the world. They are also known as Tele-centers or Common Service Centers and are majorly used by government to promote Electronic Governance. The major characteristic of setting up of Rural Kiosk is their appropriate location so that people from rural region can avail the services at minimum travel cost and time. There are lot of traditional schemes used by researchers in past for location allocation but this paper proposes the usage of Fuzzy C-Means clustering and BAT algorithm to optimize the location of Rural Kiosk. The meta-heuristic approach has produced better results as compared to normal graph theories in past. The experiment has been conducted on a random data set of 72 village locations from India and their clusters are formed. It is found that using only Fuzzy C-Means clustering to allocate the center and by using it in combination with BAT algorithm produced up to 25% of efficient results. This can drastically help the key stakeholders in allocation of these Rural Kiosks at right places so as to maximize their utility.

A comprehensive review of approaches used for solving tele-centre location allocation problem in geographical plane

Abstract: Setup of tele-centre is the worldwide approach for the establishment of information and communication technology infrastructure in rural areas for the overall development of a country. It is a key resource under e-governance plan in any country, but a major problem with their location allocation is the sustainability. Tele-centre establishment require a suitable location to increase the beneficial effect to service seekers. In this research, multi-faceted problems faced by tele-centres are highlighted. This paper presents a comprehensive study on tele-centre’s location allocation problem and all the recent development in multi-facility location problem research area through more than 150 research papers from high ranked peer-reviewed journals. The research survey examines all the important parameters for the facility location problem and an objective function is also formulated for the same. Based on the survey literature, it is found that the new allocation methods based on meta-heuristic algorithms are emerging. This study would be a useful contribution in the field of location science, tele-centre location allocation and application of meta-heuristic algorithms in e-governance.

Fuzzy C-means clustering and particle swarm optimization based scheme for common service center location allocation

Abstract: Common Service Centers (CSCs), which are also known as Tele-centers and Rural Kiosks, are important infrastructural options for any country aiming to provide E-Governance services in rural regions. Their main objective is to provide adequate information and services to a country’s rural areas, thereby increasing government-citizen connectivity. Within developing nations, such as India, many CSC allocations are being planned. This study proposes a solution for allocating a CSC for villages in a country according to their E-Governance plan. The Fuzzy C-Means (FCM) algorithm was used for clustering the village dataset and finding a cluster center for CSC allocation, and the Particle Swarm Optimization (PSO) algorithm was used for further optimizing the results obtained from the FCM algorithm based on population. In the context of other studies addressing similar issues, this study highlights the practical implementation of location modeling and analysis. An extensive analysis of the results obtained using a village dataset from India including four prominent states shows that the proposed solution reduces the average traveling costs of villagers by an average of 33 % compared with those of allocating these CSCs randomly in a sorted order and by an average of 11 % relative to centroid allocation using the FCM-based approach only. As compared to traditional approaches like P-Center and P-Median, the proposed scheme is better by 31 % and 14 %, respectively. Therefore, the proposed algorithm yields better results than classical FCM and other types of computing techniques, such as random search & linear programming. This scheme could be useful for government departments managing the allocation of CSCs in various regions. This work should also be useful for researchers optimizing the location allocation schemes used for various applications worldwide.
