Analysis of circular economy implementation in local community

Opis: An analysis of the implementation of the comprehensive circular economy concept in Slovenia is presented. The concept used takes advantage of the endogenous potential of the area in which it is implemented and is aimed at the development of the forest-wood chain in the municipality of Kočevje. The results of the current 7-year implementation of the circular economy have shown a balanced fulfilment of all three dimensions of sustainable development: sustainable management of forests and products (FSC, PEFC), financial viability of operations and increased contributions to all public treasuries - even in time of crisis, more than 50 new green workplaces, increased interest of private investors, promotion of tourism, and last but not least - positive multiplicative effects on the quality of life of the citizens of Kočevje. Cyclicality is ensured in this way and the circular economy successfully fulfils its purpose.

Defining worst-performing buildings in Slovenia based on EPCs

Opis: The 2021 EC proposal for EPBD recast planned inter alia the harmonization of energy performance certificates (EPCs) across EU and definition of minimum energy performance (MEP) standards to support the renovation of worst-performing buildings. Rescaling of EPCs to a common EU ranking and consequently setting MEP standards is a task for the near future, but current planning of building renovation to meet decarbonization by 2050 may only relay on data in Slovenian EPCs from 2013-2022 data base. The paper presents the analysis of energy related indicators in existing Slovenian EPCs in order to demonstrate that existing EPCs issued in last decade can be used to define 15% of worst-performing buildings prioritized for deep and NZEB renovation, if combined with other indicators, like heat demand.

Implementation of the EPBD in Slovenia – Status in 2020

Opis: The Concerted Action EPBD (CA EPBD) addresses the Energy Performance of Buildings Directive (EPBD). It aims to contribute to the reduction of energy use in European buildings, through the exchange of knowledge and best practices in the field of energy efficiency and energy savings between all 28 EU Member States plus Norway. The CA EPBD is a joint initiative between the EU Member States and the European Commission. It involves representatives of national ministries or their affiliated institutions who are in charge of preparing the technical, legal and administrative framework for the Energy Performance of Buildings Directive in each EU Member State, plus Norway. The objective is to enhance the sharing of information and experiences from national adoption and implementation of this important European legislation. The transposition of the EPBD in Slovenia is the overall responsibility of the Ministry of Infrastructure and was primarily transposed by the Energy Act (EZ-1), covering the topics of NZEB, energy performance certification, inspection of heating and AC systems and energy efficiency information programmes. The Act on Energy Efficiency (ZURE) integrates the EZ-1 articles related to the EPBD. The revision of the building codes (PURES) is still in progress and planned for publication in late 2021. It will contain detailed technical requirements for NZEB based on the technical definition given in the national NZEB action plan, and the revision of the calculation methodology according to a new set of CEN EPBD standards. Important recent steps in EPBD implementation are the application of the central national electronic register of EPCs and associated software, the independent control system for EPCs, first steps in the cross-linking of e-registries for EPCs, inspections and public buildings, as well as wide information activities implemented by the Eco Fund concerning financial instruments available for the energy renovation of buildings.

Digitalizacija trajnostnega turizma v Občini Brda

Opis: Namen magistrske naloge je analiza stanja digitalizacije v Občini Brda, s posebnim poudarkom na področju turizma, ki se v zadnjem desetletju preveša v glavno gospodarsko panogo. Poleg analize na nivoju občine smo se posebej osredotočili na Krajevno skupnost Medana, ki predstavlja največjo koncentracijo turističnih akterjev - vinarjev zasebnikov, restavracij, prenočitvenih kapacitet in ostalih ponudnikov v občini. Izsledki analize kažejo določena vlaganja občine v osnovno infrastrukturo, predvsem pa veliko specializacijo zasebne ponudbe in značilnosti kopiranja poslovnih modelov, poleg koncentracije restavracij in vinarjev z degustacijskimi in prodajnimi prostori, tudi povečevanje števila nastanitev višjega cenovnega razreda s kapacitetami sprejema do dveh družin. Zaznali smo pomanjkljivosti pri digitalnih rešitvah, kot so alternativni rezervacijski sistemi, prehodov iz fizičnega sveta v virtualnega prek QR-kod, spletnih strani in namenskih aplikacij za mobilne naprave z dostopom do podatkov, segmentiranih glede na zanimanja uporabnikov. Novoustanovljeni zavod za razvoj podeželja BUINC bo naslavljal razvoj krajevne skupnosti Medana, v tem delu predlagamo 23 projektov, ki jih bo mogoče tudi s pomočjo nepovratnih sredstev v programskem obdobju 2022 - 2027 realizirati in na ta način skrajšati dobavne verige, povečati lokalno zaposlenost, znižati negativne vplive na okolje, povečati kvaliteto bivanja lokalnega prebivalstva. Vpliv predlaganih projektov v KS Medana je ocenjen na 50-60 % znižanje stroškov za električno energijo pristopnikov k projektu samooskrbne skupnosti, zmanjšanje emisij toplogrednih plinov, 20 % povečanje števila gostov in do deset dodatnih neposrednih delovnih mest vezanih na turizem z neposrednim in posrednim učinkom na občinski proračun.

REGIONAL POTENTIAL FOR SUSTAINABLE ENERGY SUPPLY IN CROATIA : MASTER'S THESIS

Opis: The master thesis aims to find the optimal model for a new energy company that considers regional potential, supports sustainable development, and fits the circular economy concept in a region. The idea of sustainable development is crucial today when we have more city areas and less countryside around the globe. Increased global population, industrial trends and modern living style are some of the reasons why the burden on our environment is more significant than ever in the history of humanity. The idea is to launch the new company in the Croatian region Osijek-Baranja, which is less developed and not attractive to tourists. A newly established company will produce electric energy from renewable energy sources. The multi-criterion decision support methods were used to determine the optimal energy source between wind, biogas and sun. Results show that the biogas has the most significant sustainable potential in chosen boundary conditions. The cash flows and other economic indicators are shown for a farm of 500 milking cows in the chosen region as a source of biogas. The risk assessments method estimated the boundaries of the company success and adaptability to possible changes. One of the critical aspects of the project is the company's organizational structure, where a vertical hierarchy with a flexible and fluid, circular organization model with network culture was proposed. Clear communication about the project will help establish trust with the local community. Based on the biogas plant, the proposed company reduces biodegradable waste in the green energy production process. It is shown quantitatively that besides being economically sustainable, it also suits the region's potential, supports energy self-supply, and involves local people - it aims to the long-term sustainable growth of the region, rather than short-term capital growth.
