Javni sektor z marcem pričenja s poročanjem o upravljanju z energijo v svojih stavbah : Upravljanje z energijo

Abstract: Najkasneje do 31. marca 2018 morajo zavezanci po Uredbi o upravljanju z energijo v javnem sektorju (Uradni list RS, št. 52/2016) poročati o letni rabi energije in stroških zanjo ter o tehničnih lastnostih stavbe in o načrtovanih ter izvedenih ukrepih za povečanje energetske učinkovitosti ter rabe obnovljivih virov energije v stavbah javnega sektorja, kot je to določeno z Uredbo. Država je pripravila informatizirano zbirko za poročanje. Cilj uredbe, ki jo je vlada RS izdala že konec julija 2016, je vzpostaviti in izvajati učinkovit sistem upravljanja z energijo v javnih stavbah, ki so v lasti oz. upravljanju javnega sektorja ter tako dajati zgled zasebnemu sektorju na področju učinkovite rabe energije. Uredba določa podrobnosti glede sistema upravljanja z energijo, ki se nanašajo na uvedbo energetskega knjigovodstva, določitev in izvajanje ukrepov za povečanje energijske učinkovitosti in rabo obnovljivih virov (investicijskih in organizacijskih) ter podrobnosti glede poročanja zavezancev ministrstvu. Uredba tudi opredeljuje merila za energetsko učinkovite poslovne stavbe, kakršne lahko kupujejo in najemajo javni organi.

Potentials and Limitations of Local Fiscal Policies as Instruments for Sustainable Development in Slovenia

Abstract: Local communities are one of the main cornerstones of sustainable development. They play a vital role in utilisation of national policy instruments and exhibit the largest influence on the energy use in the building and transport sectors. Sensible energy management can also positively enhance evolution of local sustainability features by incorporating concepts of local energy self-supply, decentralised energy production and circular economy. Positive economic and social impacts can be generated by adapting strategies and policies to the local environment while considering its endogenous potentials. By analysing the current status, identifying and quantifying potentials, and setting clear delimitation of responsibilities and legal constraints, local authorities can be helped to shape innovative local fiscal policies focused on intensification of use of local renewable energy sources and fostering of more efficient use of energy both in public and private sectors. Those revenues whose height and content can be determined by local authorities have a very different role in the budget already in 8 analysed Slovenian municipalities. They were quantified and used as an analytical basis for solution-oriented steps in the design of measures to adapt local fiscal policies to the increased use of renewable resources energy.

Energetska samooskrba v krožnem gospodarstvu – primer občine Kočevje

Abstract: Koncept krožnega gospodarstva temelji na načelu identifikacije in čim večjega izkoriščanja endogenih potencialov ter dviga dodane vrednosti v lokalnem okolju z vsemi multiplikativnimi učinki, ki pri tem nastanejo. Največji, še ne v zadostni meri izkoriščen razvojni potencial občine Kočevje predstavlja gozd. Koncept krožnega gospodarstva v občini Kočevje je zasnovan na izhodišču, da z območja občine ne odide noben hlod neobdelan in da se lesna biomasa izkoristi v največji možni meri ob hkratnem poviševanju stopnje lokalne energetske samooskrbe na poti v nizkoogljično skupnost. To vključuje celovito, trajnostno gospodarjenje z gozdom, sečnjo in spravilo hlodov ter pripravo lesa za proizvode z višjo dodano vrednostjo ob istočasni izrabi manjvrednega lesa in ostankov za proizvodnjo toplotne in električne energije. Celovitost trajnostne verige lesa zagotavlja vključitev socialnega podjetništva, izobraževanja kadrov, dodatnega usposabljanje zaposlenih in ohranjanja obstoječih oziroma ustvarjanje novih zelenih delovnih mest. Krožno gospodarstvo v občini Kočevje je organizirano v obliki centra predelave lesa za celovito ravnanje z lesno biomaso, ki ga upravlja gospodarska družba v javni lasti. Krožni proizvodni proces, začet z zbiranjem lesne biomase z vsemi elementi, se nadaljuje z žagalno linijo, opcijsko s peletarno, in se sklene s sušilnicami, ki deskam povišajo dodano vrednost, ter kogeneracijskim sistemom s procesom uplinjanja (manjvredne) lesne biomase za proizvodnjo električne in toplotne energije. Neposredni trajnostni učinki implementacije krožnega gospodarstva so obogatitev javnih sredstev za 3,2 mio EUR in 45 novih zelenih delovnih mest v prvih 15 letih delovanja, povečanje lokalne samooskrbe z električno energijo za 12 % in zmanjšanje emisije CO2 za 3.920 t na leto. Postopno uvajanje krožnega gospodarstva v občini Kočevje je primer uspešne in racionalne implementacije dolgoročne razvojne strategije Slovenije za trajnostni razvoj lokalnih skupnosti, oživitev lesnopredelovalne industrije in dvig konkurenčnosti gospodarstva v Sloveniji.

Pri usklajevanju lastnikov imajo ključno vlogo upravniki : Energijske prenove

Abstract: Lastnike stanovanj za energijsko prenovo večstanovanjskih stavb motivira ponudba subvencij, veliko vlogo pa igra tudi povračilni rok za posamezne ukrepe. Pogosto se odločijo za tiste, ki so cenejši in se prej izplačajo, zato ostanejo na pol poti. Ker se razmere pri doseganju energetskih kazalnikov vedno bolj zaostrujejo, tehnologije pa so čedalje zahtevnejše, so uspešni projekti, za katere imajo lastniki že v fazi sprejemanja odločitev strokovno tehnično podporo. O nepogrešljivih korakih za uspešno izvedbo celovite energijske prenove, katere najotipljivejša rezultata sta prihranek za energijo in ugodnejše bivanje, smo se pogovarjali z dr. Marjano Šijanec Zavrl, mag. Mihom Tomšičem in dr. Henrikom Gjerkešem z Gradbenega inštituta ZRMK.

A Bottom-Up Building Stock Model for Tracking Regional Energy Targets—A Case Study of Kočevje

Abstract: The paper addresses the development of a bottom-up building stock energy model (BuilS) for identification of the building stock renovation potential by considering energy performance of individual buildings through cross-linked data from various public available databases. The model enables integration of various EE and RES measures on the building stock to demonstrate long-term economic and environmental effects of different building stock refurbishment strategies. In the presented case study, the BuilS model was applied in the Kočevje city area and validated using the measured energy consumption of the buildings connected to the city district heating system. Three strategies for improving the building stock in Kočevje towards a more sustainable one are presented with their impact on energy use and CO2 emission projections up to 2030. It is demonstrated that the BuilS bottom-up model enables the setting of a correct baseline regarding energy use of the existing building stock and that such a model is a powerful tool for design and validation of the building stock renovation strategies. It is also shown that the accuracy of the model depends on available information on local resources and local needs, therefore acceleration of the building stock monitoring on the level of each building and continually upgrading of databases with building renovation information is of the utmost importance.

Spremljanje delovanja napredno načrtovane skoraj nič-energijske večstanovanjske stavbe

Abstract: Učinkovita raba energije in intenzivnejše izkoriščanje obnovljivih virov energije tudi v stanovanjskem sektorju zahteva sodobne pristope k naprednemu načrtovanju stavb ob hkratni skrbi za ustrezno bivalno ugodje v njih. Nacionalna merila za skoraj nič-energijske stavbe (sNES), ki bodo postala obvezna l. 2020, smo uporabili kot izhodišče za načrtovanje Eko srebrne hiše, večstanovanjske stavbe s 128 stanovanji, ki je bila kot FP7 EE-Highrise demonstracijski projekt l. 2015 zgrajena v Ljubljani. Načrtovanje in gradnja sta potekala z naprednimi orodji za dinamično simulacijo na urni osnovi z realnimi robnimi pogoji, s sprotnim spremljanjem kakovosti, kontrolo zrakotesnosti, spremljanjem rabe energije in parametrov bivalnega ugodja. Primerjava projektiranih in izmerjenih ključnih parametrov v izbranih naseljenih in še nenaseljenih stanovanjih pokaže učinkovitost naprednih orodij za načrtovanje stavb, pri čemer podrobnejša analiza izlušči tudi vzroke za nekatera odstopanja.

COST AND ENERGY EFFICIENT MODERNIZATION OF SCHOOL BUILDINGS IN UKRAINE

Abstract: Improvement of the energy efficiency of existing buildings in EU has great potential in the efforts to reduce energy consumption, which is with no doubt relevant issue also for Ukraine. In this article the importance of public building stock modernization was analysed with special focus on school buildings. The optimal cost methodology was used to evaluate not only the economic, but also environmental as well as social effects of school building stock modernization. In searching for the optimal level of energy-efficient modernization of school buildings in Ukraine, the European and Slovenian experiences were used. It is demonstrated that the sustainable reconstruction with the nearly-Zero Energy Building (nZEB) guidelines, as defined in EU regulations, is feasible with good results and can be recommended also for reconstruction of school buildings in Ukraine.

Bottom-up modelling of continuous renovation and energy balance of existing building stock: case study Kočevje

Abstract: A dynamic bottom-up model of the building stock is developed and implemented in a case study of Kočevje urban region. In the model, national register of real estate is cross-linked to data from other registers, e.g. the energy performance certificates (EPC) and the subsidized energy renovation measures. Regular updates of the data in registers enable continual improvement of the model. Therenovation potential is determined with respect to the age of building components after the last renovation, while the energy performance of the building stock is based either on the EPC for a particular building if available or on the energy indicators of corresponding building type from IEE EPISCOPE building typology and IEE RePublic_ZEB. Thus, the bottom-up model of the building stock (BuilS) enable a profound overview of the total heat demand, final energy use and CO2 emissions of the entire stock. In the case study Kočevje, various strategies for improving the buildings towards more sustainable ones are presented with projections to 2030. The strategies, reference and intensive renovation scenario, are compared with more ambitious strategy that the municipality is looking towards in the frame of Covenant of Mayors commitment. The bottom-up model was validated against the metered energy use of buildings connected to district heating. In the case study the model shows how the implementation of various strategies lead to different impacts and how the ambitious municipal plans are going to produce independence from fossil fuels by fostering the use of wood biomass as a locally available sustainable energy supply. The Kočevje case study analysis demonstrates, at the local level how a concept of increasing renewable energy sources utilisation and building energy efficiency stimulated by progressive measures can respond to low carbon society and sustainable energy selfsupply challenges.
