Meta-heuristic algorithms to improve fuzzy C-means and K-means clustering for location allocation of telecenters under e-governance in developing nations
Rajan Gupta, Sunil K. Muttoo, Saibal K. Pal, 2019, original scientific article

Abstract: The telecenter, popularly known as the rural kiosk or common service center, is an important building block for the improvement of e-governance in developing nations as they help in better citizen engagement. Setting up of these centers at appropriate locations is a challenging task; inappropriate locations can lead to a huge loss to the government and allied stakeholders. This study proposes the use of various meta-heuristic algorithms (particle swarm optimization, bat algorithm, and ant colony optimization) for the improvement of traditional clustering approaches (K-means and fuzzy C-means) used in the facility location allocation problem and maps them for the betterment of telecenter location allocation. A dataset from the Indian region was considered for the purpose of this experiment. The performance of the algorithms when applied to traditional facility location allocation problems such as set-cover, P-median, and the P-center problem was investigated, and it was found that their efficiency improved by 20%–25% over that of existing algorithms.

Regional e-governance development index for developing nations
Rajan Gupta, Sunil K. Muttoo, Saibal K. Pal, 2020, original scientific article

Abstract: E-governance has proven to be instrumental in the expansion and evolution of how governments interact with and deliver services to their citizens. The United Nations (UN) E-Governance Development Index (EGDI) is the most widely used metric for assessment of e-governance development; however, this metric is not appropriate for assessment at the regional level, especially for developing nations. Therefore, the authors have studied various factors in the context of developing nations, such as the Online Availability and Performance Index, Telecommunications Index, Human Capital Index, E-governance-related Infrastructure Index, and E-governance Performance Index, with the aim of analyzing the success and implementation rate of e-governance activities across the different regions of a developing nation like India. The results showed that the UN's EGDI is not suitable for assessment at a regional level and that adding new components to the model helps to achieve better results for around 30% of the regions under study. The rankings, which were calculated through the new model and compared against other standard indices, obtained good correlations, proving the validity of the new model. India, as a developing nation, was the region selected for the experimental work. Central governments, state governments, investors, stakeholders, and government consultants can obtain benefits through this research.

A comprehensive review of approaches used for solving tele-centre location allocation problem in geographical plane
Rajan Gupta, Sunil K. Muttoo, Saibal K. Pal, 2021, review article

Abstract: Setup of tele-centre is the worldwide approach for the establishment of information and communication technology infrastructure in rural areas for the overall development of a country. It is a key resource under e-governance plan in any country, but a major problem with their location allocation is the sustainability. Tele-centre establishment require a suitable location to increase the beneficial effect to service seekers. In this research, multi-faceted problems faced by tele-centres are highlighted. This paper presents a comprehensive study on tele-centre’s location allocation problem and all the recent development in multi-facility location problem research area through more than 150 research papers from high ranked peer-reviewed journals. The research survey examines all the important parameters for the facility location problem and an objective function is also formulated for the same. Based on the survey literature, it is found that the new allocation methods based on meta-heuristic algorithms are emerging. This study would be a useful contribution in the field of location science, tele-centre location allocation and application of meta-heuristic algorithms in e-governance.

Web mining and analytics for improving e-government services in India
Rajan Gupta, Sunil K. Muttoo, Saibal K. Pal, 2017, independent scientific component part or a chapter in a monograph

Abstract: The ever increasing technology usage and the globalization have given rise to the need of quick, accurate and smarter handling of information by organizations, states, nations and the entire globe. For every nation to be under any form of government, it became mandatory to have shorter turnaround time for their interactions with citizens. This pressure gave rise to the concept of e-Governance. It has been implemented by various nations and even UN reported an increase in E-Governance activities around the world. However, the major problems that need to be addressed by developing nations are digital divide and lack of e-Infrastructure. India started its e-Governance plan through a proposal in 2006 with establishment of National e-Governance Plan popularly known as NeGP headed by Ministry of Communications and Information Technology, Government of India. As per the Electronic Transaction and Aggregation Layer, millions of transactions are taking place on regular basis. Within 2015 itself, over 2 billion transactions have been carried out by the Indian citizens in various categories and sectors like agriculture, health, and the likes. For central government projects alone, around 980 million electronic transactions have taken place, while for state government projects, the combined total of all the states is close to 1.2 billion. With the kind of data getting generated through e-Governance initiative in India, it will open up lot of opportunities for data analysts & mining experts to explore this data and generate insights out of them. The aim of this chapter is to introduce various areas and sectors in India where analytics can be applied for e-Governance related entities like citizens, corporate and government departments. It will be useful for researchers, academicians and students to understand various areas in E-Governance where web mining and data analysis can be applied. The theoretical background has been supported by practical case study for better understanding of the concepts of web analysis and mining in the area of E-Governance.

E-governance in emerging economy : development & assessment
Rajan Gupta, Sunil K. Muttoo, Saibal K. Pal, 2017, scientific monograph

Abstract: E-Governance has proven to be instrumental in the expansion and evolution of how the Governments interact and deliver services to its citizens. India with no exception officially started its campaign in 2006 through NeGP and by now have developed lot of commendable services electronically. With EGDI rankings of India in a report by UN being so low, it makes it mandatory to evaluate the services on a more granular level. This will make it pragmatic for the policy makers to identify the strong and weak areas of the India on E-Governance front and make an inclusive development plan for overall improvement of the development in the country.

Rajan Gupta, Saibal K. Pal, Sunil K. Muttoo, 2020, independent scientific component part or a chapter in a monograph

Abstract: Efficient e-governance leads to stronger democracy which can be achieved through higher trust, visibility, and transparency in the system, which can be acquired through effective branding. Various techniques of data analytics can help in achieving trust and transparency in the system. The objective of the study is to resolve various issues in the public sector through analytics-based improvement of different parameters of branding, namely, communication, consistency, clarity, and competition. The research design of the study is a combination of both qualitative and quantitative techniques like descriptive statistics. The main techniques emerged for data analysis includes rating and ranking analysis of government apps, social media analytics, text and speech analytics, media analytics, statistical analytics and data mining, telecom analytics, and people demographics for government programs. It was found that the “Digital India” campaign under e-governance initiative was highly successful based on different kinds of analytical methods found in the study.

Cyber security assessment education for e-governance systems
Rajan Gupta, Saibal K. Pal, Sunil K. Muttoo, 2020, independent scientific component part or a chapter in a monograph

Abstract: Electronic Governance is being rapidly adopted across the world for providing seamless services to citizens. With rising digitization of information resources, the threats to the infrastructure and digital data are also growing. For developed nations, the security parameters and optimization processes are well tested and placed, but for developing nations these are yet to be addressed strongly. There is also a need for imparting awareness and educating personnel involved in the development and operations of E-Governance Systems. This study proposes a framework for security assessment amongst the departments of E-Governance, based on Information Systems principles. The major areas of security covered in the framework are related to the Hardware, Network, Software, Server & Data security, Physical Environment Security, and various policies for security of Information Systems at the organizational level. The suggestive framework has also been tested for an organization in India. It was found that, given the functionality & magnitude of the organization, the assessment framework was able to analyze the strength and weakness of an organization in an exhaustive manner. The coverage of technological and organizational measure was found to be 69% and 53% respectively and the organization was placed in top two zones of the proposed grid. This study will be useful for security assessment of various organizations operating under E-Governance.
