Pal, 2017, original scientific article Abstract: Common Service Centers (CSCs), which are also known as Tele-centers and Rural Kiosks, are important infrastructural options for any country aiming to provide E-Governance services in rural regions. Their main objective is to provide adequate information and services to a country’s rural areas, thereby increasing government-citizen connectivity. Within developing nations, such as India, many CSC allocations are being planned. This study proposes a solution for allocating a CSC for villages in a country according to their E-Governance plan. The Fuzzy C-Means (FCM) algorithm was used for clustering the village dataset and finding a cluster center for CSC allocation, and the Particle Swarm Optimization (PSO) algorithm was used for further optimizing the results obtained from the FCM algorithm based on population. In the context of other studies addressing similar issues, this study highlights the practical implementation of location modeling and analysis. An extensive analysis of the results obtained using a village dataset from India including four prominent states shows that the proposed solution reduces the average traveling costs of villagers by an average of 33 % compared with those of allocating these CSCs randomly in a sorted order and by an average of 11 % relative to centroid allocation using the FCM-based approach only. As compared to traditional approaches like P-Center and P-Median, the proposed scheme is better by 31 % and 14 %, respectively. Therefore, the proposed algorithm yields better results than classical FCM and other types of computing techniques, such as random search & linear programming. This scheme could be useful for government departments managing the allocation of CSCs in various regions. Ugotovljeno je bilo, da je lažje procesirati oziralne odvisnike, pri katerih je oziralno jedro povezano s skladenjskim mestom osebka, težje pa tiste, pri katerih je oziralno jedro povezano s skladenjskim mestom predmeta – hkrati pa je procesiranje sredinsko vstavljenih struktur težje od procesiranja desno vstavljenih. Obe razliki se očitno razkrijeta z metodo samotempi-ranega branja, pri katerem udeleženec na računalniškem zaslonu s pritiskanjem na tipko bere stavke besedo za besedo. S to študijo so razlike v procesiranju glede na vrsto in glede na mesto vstavljanja oziralnega odvisnika prvič obravnavane tudi v slovenščini. Measuring free word order: Some empirical and modeling perspectivesArthur Stepanov, invited lecture at foreign university Abstract: Languages manifesting flexibility of word order (within the sentence's compositional meaning) have always presented a challenge for modern theories of syntax requiring any deviation from the canonical word order to be grammatically motivated. Parasyntactic motivations such as information structural or stylistic requirements may account for some portion of this flexibility, but not all of it. In addition, native speakers do not necessarily accept canonical and non-canonical word orders to an equal extent. In fact, the latter typically receive lower acceptability scores than the former, albeit above the subjective threshold for what would count as "ungrammatical". Some of the combinatorially possible word orders are not acceptable at all. In this experimental study we scrutinize different word order sequences in a free word order language (Serbo-Croatian) and attempt to isolate independent displacement factors responsible for various elements of the sentence appearing away from their canonical structural positions. We explore differential and cumulative effects of these independent factors to predict speakers' acceptability scores.
