vključiti v vzgojno-izobraževalni sistem, da bodo v skladu s kognitivnimi zmožnostmi jezikovno napredovali in bili v sicer jezikovno heterogenem razredu po znanju slovenščine primerljivi s sošolci iz slovensko govorečih družin.
