Title:Razlike med spoloma pri vodenju slovenskih občin : magistrsko delo

Abstract:Zagotovo se vsi strinjamo, da se ženske in moški med sabo razlikujemo. Ne samo po videzu, ampak tudi po osebnostnih značilnostih. Že od otroštva se srečujemo z razlikami, ki vplivajo na naš osebnostni razvoj. Te razlike so opazne tudi v odrasli dobi osebe in v njenem delovnem okolju. Na vodilnih mestih trenutno (še vedno) močno prevladujejo moški. Obstaja več teorij, zakaj je tako: moški so boljši vodje, ženske dajo več na družino kot na kariero, ženske težje napredujejo v moškem svetu itd. Veliko raziskav je bilo že izvedenih v raznih podjetjih in inštitutih ravno na temo vodenja in razlik med spoloma, nikjer pa ni mogoče zaslediti, da bi bila katera od raziskav izvedena znotraj javnega sektorja, natančneje znotraj slovenskih občin. To je bila moja motivacija za raziskovanje tega področja in pisanje magistrske naloge. Raziskava je bila opravljena v petindvajsetih slovenskih občinah (Ajdovščina, Brda, Črnomelj, Divača, Dobje, Gorenja vas - Poljane, Jesenice, Kamnik, Kuzma, Ljubljana, Ljubno, Majšperk, Miklavž na Dravskem polju, Moravče, Murska Sobota, Nova Gorica, Osilnica, Poljčane, Ptuj, Radenci, Rogaška Slatina, Selnica ob Dravi, Sevnica, Šentjur in Šmarje pri Jelšah) s pomočjo anketnih vprašalnikov. Na občine se je poslalo dva anketna vprašalnika (enega za nadrejene in enega za podrejene). Dva vprašalnika sta bila potrebna za zagotavljanje relevantnosti podatkov (ker se ljudje radi predstavijo v najboljši luči, se je z anketiranjem obeh strani – nadrejenih in podrejenih – pridobilo vpogled v dejansko stanje). Nadrejeni so povedali, kako vidijo sebe v vlogi vodje, podrejeni pa so te trditve potrdili ali ovrgli. V analizi se je preverilo pet hipotez, ki so natančneje opisane v petem poglavju te naloge. Končni rezultati kažejo, da med moškimi in ženskami vodjami zares obstajajo razlike, ki pa so manjše od pričakovanih. Moški so namreč ženske, v anketnih rezultatih, premagali le z nekaj odstotki prednosti.

Title:Leaders of Slovene municipalities: gender issues
Abstract:Women and men undoubtedly differ from each other. Not only visually, but also with regard to personality traits. From our childhood on, we come across differences which we subconsciously carry inside us, and subsequently transfer them into our adult lives and working environments. Men currently (still) heavily dominate leading positions. Several theories aim to explain why: men are better leaders, women prioritise family over career, women have greater difficulties in being promoted in a male-dominated world, etc. Numerous researches have been carried out in various companies, particularly with reference to leadership and gender differences, while there seems to be no trace of any study being conducted inside the public sector, more accurately, within Slovene municipalities. This was the primary motivation behind my research, and the main purpose of this master’s thesis. The research was carried out in twenty-five Slovene municipalities through surveys (Ajdovščina, Brda, Črnomelj, Divača, Dobje, Gorenja vas – Poljane, Jesenice, Kamnik, Kuzma, Ljubljana, Ljubno, Majšperk, Miklavž na Dravskem polju, Moravče, Murska Sobota, Nova Gorica, Osilnica, etc.). The municipalities received two questionnaires (one for the superiors, one for the subordinates). Two surveys were required to ensure the relevance of data (since people tend to present themselves in their best light, surveying both positions – the superiors and the subordinates – enabled an insight into the state of affairs). The superiors revealed how they perceive themselves in the leadership position, while the subordinates either supported or refuted these claims. The results confirm the existence of differences between male and female leaders, which are, however, smaller than anticipated. Namely, men prevailed over women with merely a few per cent.
