They play
a vital role in utilisation of national policy instruments and exhibit the largest influence on the
energy use in the building and transport sectors. Sensible energy management can also
positively enhance evolution of local sustainability features by incorporating concepts of local
energy self-supply, decentralised energy production and circular economy. Positive economic
and social impacts can be generated by adapting strategies and policies to the local environment
while considering its endogenous potentials.
By analysing the current status, identifying and quantifying potentials, and setting clear
delimitation of responsibilities and legal constraints, local authorities can be helped to shape
innovative local fiscal policies focused on intensification of use of local renewable energy
sources and fostering of more efficient use of energy both in public and private sectors. Those
revenues whose height and content can be determined by local authorities have a very different
role in the budget already in 8 analysed Slovenian municipalities. They were quantified and
used as an analytical basis for solution-oriented steps in the design of measures to adapt local

Polymer Nanoparticle Sizes from Dynamic Light Scattering and Size Exclusion Chromatography: The Case Study of Polysilanes.Artem Badasyan, Andraž Mavrič, Irena Kralj Cigić, Tim Bencik, Matjaž Valant, 2018, original scientific article Abstract: Dynamic Light Scattering (DLS) and Size Exclusion Chromatography (SEC) are among the most popular methods for determining polymer sizes in solution. Taking dendritic and network polysilanes as a group of least soluble polymer substances, we critically compare and discuss the difference between nanoparticle sizes, obtained by DLS and SEC. Polymer nanoparticles are typically in poor solution conditions below the theta point and are in globular conformation therefore. Determination of particle sizes in presence of attractive interactions is not a trivial task. The only possibility to measure aggregation-free, a true molecular size of polymer nanoparticles in such regime of solution, is to operate with the dilute solution of globules (below theta point and above the miscibility line). Basing on results of our polysilane measurements, we come to a conclusion that DLS provides more reliable results than SEC for the dilute solution of globules. General implications for the size measurements of polymer nanoparticles in solutions are discussed. 30. Transformacija antičnih motivov v slovenski književnosti devetnajstega in dvajsetega stoletjaUrša Prša, doctoral dissertation Abstract: Antična mitologija že stoletja navdihuje evropski prostor ter se v njem na različne načine transformira in interpretira v različnih vrstah umetnosti. Antični motivi so odmevali v slovenski književnosti od srednjega veka pa vse do sodobnosti. Slovenska literatura jih je v različnih fazah svojega razvoja sprejemala ali zavračala ter iz njih oblikovala svoje motivno-tematske zasnove. Posebna pozornost te doktorske disertacije je posvečena tipom literarne recepcije, ki se je udejanjila v slovenskem slovstvu romantike in v dvajsetem stoletju, ko so antični liki in motivi postali simboli in prispodobe moderne subjektivnosti. Po krajšem pregledu tuje in domače znanosti o mitologiji s poudarkom na teoretski obravnavi mita v literaturi sledi opazovanje recepcije antične motivike v slovenskem in evropskem literarnem prostoru od antike naprej. Posebna pozornost bo namenjena motivom Medeje, Odiseja in Orfeja v izbranih delih slovenske književnosti 19. in 20. stoletja, saj je vsak lik s svojo univerzalnostjo in enkratnostjo pomembno vplival na slovensko literaturo. Ob pomoči medbesedilne metode so analizirani namen avtorjeve uporabe izbranega antičnega motiva, njegova vloga, interpretacija in morebitna transformacija ali aktualizacija.
