Abstract:Sedanja ureditev Državnemu svetu, to je drugemu domu parlamenta, ne omogoča dajati predlogov za spremembo ali dopolnitev ustave. Prav tako lahko referendum o ustavnih spremembah predlagajo samo poslanci Državnega zbora, ne pa tudi Državni svet ali volivci. Pobuda predlaga spremembe ustave, ki bi povečale neposredni in posredni vpliv ljudstva na politične odločitve.
